In this regard, Taipei City Transportation Director Chen Xuetai said that the autonomous regulations for delivery platforms govern the traffic safety, food safety, labor safety, and traffic safety of delivery platforms. The number of accidents of the operators will be counted every month and announced, and will be made quarterly. In comparison, if the number of shipments increases, the operator will be required to propose a traffic improvement plan. If an accident occurs, the courier must return to the company for traffic safety education and training.
Chen Xuetai pointed out that, however, there is no penalty for delivery workers who fail to carry out education and training on traffic safety. Now the Labor Bureau is also amending the law. New delivery workers need education and training. Re-education and training are required, and the practitioners will be punished if they fail to do so.
According to the statistics of accidents involving locomotive couriers in Taipei City, the number of courier accidents and injuries to couriers continued to rise in the first three quarters of 2021. The situation in the third quarter was particularly serious, with the number of traffic accidents 110 higher than in the second quarter. An increase of 22.49%, and the number of injured delivery workers increased by 54, an increase of 23.38%. Wu Peiyi believes that this is not only a problem of traffic safety, but also a problem of occupational safety.
Wu Peiyi pointed out that the peak of delivery car accidents in 2021 occurred in 220 cases in September and 206 cases in October when the epidemic began to slow down, and 188 cases in November were also higher than the average. In comparison, from January to November 2021, although the number of car accidents in Xinbei has also increased by 20%, the total number of 447 cases is four times lower than the 1,961 cases in Beicheng. The consumption patterns of Shuangbei life circles are similar, and the main delivery platforms are also the same. , but the number of accidents varies widely.
Wu Peiyi also mentioned that the self-governance regulations stipulate that delivery platform operators should provide traffic safety education and training courses to new delivery staff. Article 9 also stipulates that when traffic accidents in the current quarter increase compared with the previous quarter, platform operators should The "Plan to Reduce Traffic Accidents for Delivery Drivers" was formulated and reported to the city government for future reference, but there are currently no penalties.
Wu Peiyi criticized that the role of the city government should not be just for checking, but should be more active in examining relevant information, proactively proposing improvement measures, actively counseling operators and delivery workers, and calling on the city government to work hard to reduce the occurrence of delivery car accidents, in addition to guaranteeing With the safety of passers-by, it is also to ensure that the couriers can go home safely after hard work.
